Two bands account for most homes. Band A counts 37,090 properties and Band B 35,950, 65% of the 111,740 in the city between them, and the two counts differ by only 1,140. Their average charges are £1,587.65 and £1,852.26. Band C follows with 23,800 at £2,116.87, while Band D has 9,800. Right at the top, bands F, G and H hold 1,910 properties altogether, and Band H by itself just 30.

The city council keeps £1,998.18 of a Band D bill, 83.9% of it. The other £383.30 is shared between the police, at £290.46, and fire, at £92.84; Southampton has no parish councils and no county tier. Police and fire together represent 16.1% of the bill.

Rotherham reaches almost the same Band D by a different route. It has 31 parishes, while Southampton has none, and Southampton's city council element is £53.66 larger than the council element in Rotherham. With so much of the housing in the two lowest bands, Southampton's tax base comes to 67,790 when expressed in Band D homes, well under the property count, and 98% collection is assumed.
