About Cornwall’s figures
Parish councils weigh more heavily on council tax in Cornwall than in nearly every other part of England. The government's Table 10 records 212 parishes there, the 6th highest count of any council, and their precepts average £201.37 per Band D home. Measured that way, only 1 council in England has a higher average parish charge, and the parishes account for 7.8% of Cornwall's Band D.
This shapes how the headline figure should be read. A Band D of £2,590.93 for 2026/27 is Cornwall-wide, with every parish precept folded into one average, so a household's own bill depends partly on the parish it sits in. Strip the parishes out and the council's own share is £2,086.36, alongside a police precept of £303.20. No fire authority amount is listed separately.
Compared with 2025/26 (£2,459.92), Band D has climbed by £131.01. That 5.3% rise ranks 30th among 296 English councils, and the level itself, 43rd nationally, stands 7.5% over the simple mean of English councils.
Cornwall's valuation list contains 289,000 homes, the 4th largest total in England. Band B leads with 73,830 (25.5%), ahead of Band A (23.0%) and Band C (21.4%), so most homes fall in one of the three lowest bands; bands A, B and C are charged £1,727.29, £2,015.17 and £2,303.05.
The return assumes 99.1% of the tax will be collected, a rate bettered by 27 councils, on a tax base of 224,698 Band D equivalents.
Band D is the band the national tables use to compare councils. In Cornwall it is £2,590.93 a year. Across the 296 councils in England the simple average of Band D is £2,410.97, and 253 of them charge less than Cornwall.
The dearest Band D in England is Dorset at £2,765.02; the cheapest is Wandsworth at £1,028.21.
